I think the people in the congress are going to support it. And that message calls for new frontier and new vision. It calls for us taking this steps now that will make us no longer second in space. It lays the predicate and the foundation or a base communication satellite that will permit the people of the world to see one television program at the same time throughout the world. Think about that kind of communication and think about the opportunity that will provide. It lays the predicate and foundation for the development of a weather satellite that will permit man to determine the world’s cloud layer and ultimately to control weather; and he who control the weather will control the world!!

Lyndon Johnson believed that the very future of the United States depended on its first seizing ownership of space and controlling it for military purposes. In the cold-war era the military sought to control clouds and storms as weapons.

As part of the “weather race,” secret cloud seeding occurred during the Vietnam War.

This seeding resulted in the 1978 United Nations Convention on the Prohibition of Military or any other Hostile Use of Environmental Modification Techniques (ENMOD), a landmark treaty that may have to be revisited soon to avoid or at least try to mitigate possible hostile use of climate control. According to Johnson, weather manipulation is being developed not for the benefit of the people, but for the ultimate control of the people of the world. Kennedy’s and Johnson’s statements show that, although superficially divided by ideology, the nations of the world are in fact cooperating on a global scale, sharing information and high technology to manipulate the weather, and ultimately aiming for global domination, that is, control of their own people (citizens).

The world is not divided between countries, but between countries and their people (rulers and their people). For example, it is not that the United States and the Soviet Union are divided, but that the U.S. government and the American people, and the Soviet government and the Soviet people, are divided. The rulers of each country are cooperative and connected, but the rulers and the people are not. The ruler is ruling by deceiving or coercing the people. Thus, although the government is said to be for the people, in reality the people exist for the government and are considered slaves. Wars, pandemics, and climate change are all inside jobs that the rulers of the world perpetrate by deceiving their own people and by coercing with high-tech weapons. Each country’s rulers deceive and coerce their own people to do their will. If a country can control the weather with high technology, that means it can control (coerce) its own people that much more powerfully. The state forcibly restricts people’s rights and freedoms on the grounds of emergencies such as self-staged “wars, pandemics, and climate change” to force people to follow state policies.

The world’s rulers are united in the United Nations, the Bank for International Settlements, the World Economic Forum, the International Space Station, the Global Weather System, etc., sharing information and high technology and aligning themselves to forcibly restrict people’s rights and freedoms through self-staged “wars, pandemics, and climate change” to create a New World Order.
